Athletes testing positive, this was what I was talking about:
Two Australian Olympic skateboarding hopefuls have had their Tokyo dreams dashed after returning positive COVID tests in the United States, along with their coach. The skateboarders were part of an Australian contingent who flew to the US earlier this month for an Olympic qualifying event in Des Moines, Iowa. The entire Australian team was disqualified from the event because they were deemed close contacts of the three team members who tested positive. One of those who contracted COVID, Charlotte Heath from Victoria, confirmed her diagnosis on Instagram, saying she was "bummed about not being able to compete" in the US event.
With all of this, it’s better not to have the games at all. There is a strong chance that many teams will be disqualified, just by being in close proximity to each other. And with the parade of nations? Oh boy!!

I wonder if they’d still have to sit if they were fully vaccinated. General CDC guidance is that vaccinated individuals do not have to quarantine after being a close contact. That changes the calculus dramatically. (Though it doesn’t help these skaters)

“Travelers should avoid all travel to Japan," according to the latest guidelines from the Centers for Disease Control and Prevention (CDC). "Because of the current situation in Japan, even fully vaccinated travelers may be at risk for getting and spreading COVID-19 variants and should avoid all travel to Japan."
The Level 4 advisory announcement comes less than two months before the scheduled July 23 opening ceremony for the 2020 Tokyo Olympic Games.

With such fierce opposition to the games in Japan and protests already happening, I’d be concerned that allowing any spectators at all might increase the security risk. No idea how the venues are laid out there but I’d imagine they’d need to be very careful about spectator attendance.
