No real surprise here. Technically, these schools have to negotiate an early exit from the AAC, but AAC commissioner Mike Aresco has indicated that he's open to that. What will almost certainly happen is that they'll pay more than they would ($10 million) if they waited another year.

Which would (maybe) have allowed New Mexico St to join the league.
It's tough for me to see that for programs like Southern Utah and Utah Tech (formerly Dixie St). But for Texas schools, who knows. They love some football down there (as you well know). UT RGV is starting a program, I believe in 23.
Now however, NM St and Sam Houston will be joining (the new) C-USA in 23.
Sam makes sense as a (low level) FBS school. Not sure about SF Austin, Incarnate Word, and the others. But I think that's what Lamar was thinking. Worst case, they can always schlep back to the Southland. They ain't gonna turn any WAC Texas down, is my guess, should it crumble.

Even though we love some football, many of these Texas schools considering FBS football is foolish in my opinion. Tarleton State is one of the newest members of the WAC and is located in Stephenville less than an hour from where I grew up. Even had two great-nephews who played football for Tarleton. Unless things have changed in the last 10-15 years, the high school team consistently have larger crowds than Tarleton for their football games. The same for several more of those schools.

I know McNeese entertained an offer to join the WAC, I suppose as Sam's replacement, but then turned it down to remain in the Southland. Perhaps that was what lead Lamar to decide to head back.
I agree with you that FCS is the right place for most of the WAC and Southland programs. I suppose if it had worked out that Lamar and McNeese had received offers to join CUSA (thus upgrading football to FBS), perhaps they would have entertained that. SFA perhaps could do the same, to pair with Sam, in the future.
I suppose some thinking on this could be along the lines of: if you build it (FBS), they will start caring about you. Whereas, with FCS or lower, they largely don't care. All it takes is some magic, even at the bottom level league in the FBS (Sun Belt) and suddenly you can get some major national attention on your program. IE, Coastal Carolina and U of Louisiana.

I thought they had already announced them as joining in 23. Yeah, I believe that's right, though I guess the date isn't official yet. It's probably contingent on the exit negotiations with Cincinnati, Houston and UCF. As soon as that's worked out (likely with them all getting out in time to join the Big 12 in 2023), the AAC will announce the official date for the new schools.

Is anyone moving conferences for the coming Fall '22? Austin Peay is joining the ASUN. Chicago State is definitely leaving the WAC, though they don't have a new conference yet. Not sure on anyone else. Oh, Marshall, Southern Miss and Old Dominion are joining the Sunbelt. That was being litigated, but apparently, it was settled about a month ago.
