This is interesting: 3. With regard to the individual athletes with Russian or Belarusian passports, the vast majority of the participants in each of the consultation calls expressed the following: g. Welcomed and appreciated the offer from the Olympic Council of Asia to give these athletes access to Asian competitions.
Does that mean Russia/Belarus could technically compete in Asian events under a neutral flag?

(AVC would have to invite Russia to the Asian championships if i understand correctly)

Belarus might even be better or at least on par with Korea, right?

Belarus might even be better or at least on par with Korea, right? Given how steep Korea has declined in the post-KYK era, Belarus might indeed be better...

Belarus might even be better or at least on par with Korea, right? I dont think they'd actually ever play Korea (with continental qualification events being eliminated). The amount of work it'd take for them to join AVC would be a lot... and I dont think AVC would even want them to join.

Yes, its an unlikely scenario...but I suppose its not impossible, if certain powers that be are paid right, wink wink. Money talks after all...
