Basically, we did terribly here. The top three vote getting teams have not had disappointing seasons at all. The two most disappointing, USC + Purdue, barely got any votes. I'd argue Nebraska has also had a disappointing year, but almost nobody voted for them. Nineteen votes for those three teams just barely surpasses the 18 for Washington alone.
It's hard to remember what the justifications for these choices was, but there can be little doubt that we did not do that well.

If a team underperforms after one of its best players gets injured (Purdue), I wouldn't call it a flop.

Nah, I think it just demonstrates that those who voted based their votes on the teams they like/love and hate.

Have to admit that I'm stunned that Purdue, Michigan and Minnesota didn't make the tourney.
