Lochte started things by telling the story that his taxi was pulled over by armed men in police uniforms (real officers? impersonators?) who pointed a cocked gun to his forehead and robbed him. With this story splashed all over the newspapers, the Rio police could hardly ignore such a serious allegation. They had to get involved. If Lochte had simply not said anything or that "My buddies and I had a little too much to drink and got into an altercation at a gas station, where we did some minor damage. We paid the gas station owner more than we think the damage was worth to settle things and move on," it is unlikely there would have been much news reporting or any police involvement. Once the police started investigating and Lochte's "over-exaggeration" -- different people can differ on how much "over" there was -- was discovered, it became an even bigger story.

Exactly, the truth doesn't become an international incident, but Lochte certainly elevated it into one. He is the solely responsible for doing so. No one is really going to care about a few Olympians getting drunk, peeing in bushes and tearing down a poster, and even paying for damages on the spot. This is all on Lochte for being a complete dumbass.

In a whole lot of other countries they demand payment right now for damages because that is the only way they will get it. Actually something to be said for on the spot justice actually. A lot of places in the USA, if you get pulled over for a traffic ticket you are expected to pay the fine on the spot. Especially if you have out-of-state plates. I was about to call you out for such a ridiculous statement, but I googled it and sure enough there are three... Louisiana, Michigan and Texas. Unbelievable.

I got such a ticket in, IIRC, Wisconsin, back in 1990. I think it used to be more common.
